RECRUITMENT

A.   Plan

Prior to the date of a new contract period, full responsibility for performance of an existing contract lies with the current contractor. When the new contract period begins, Building Security Services will assume full responsibility. Building Security Services will assist the client in providing emergency staffing with security personnel should the current contractor not live up to their contractual obligations?

Building Security Services' phase-in team is comprised of management personnel. The appropriate regional vice president oversees the start up of each new contract. Support personnel with expertise in the areas of quality assurance, operations analysis, and program management are responsible for the systematic transition of responsibilities.

B.   Recruit/Hire

Building Security Services will attempt to recruit and retain all interested and qualified security force members currently serving at the Client's facility with Client approval. Personnel will be interviewed and screened by Building Security Services' phase-in team and, to the maximum extent practical in keeping with proposed organization, operational concepts, and standards for employment, will

be offered positions within Building Security Services. Supervisory personnel committing to work for Building Security Services will then be solicited to provide assistance in recruiting and screening additional qualified personnel.

C.   Replacement Personnel

Our phase-in plan assigns specific managers and/or supervisors with the responsibility to complete the smooth transition from the current contractual security force to Building Security Services. During the phase-in period, personnel currently on staff will be evaluated and retained in those positions if qualified by company standards and desired by Client. For those positions left vacant, Building Security Services will provide, from its own staff or through recruitment, suitable individuals to fill required positions.

D.   Continual Recruitment

Building Security Services will build the security force and maintain staffing levels to perform according to the required commitment as outlined in the Security Contract Agreement.

Vacancies for supervisory personnel above the rank of security officer are normally filled through our established promotion policy, which encourages upward mobility from within Building Security Services.

E.   Employment Policy

Individuals who exceed the basic qualifications and are able to perform the mental and physical tasks required are actively sought by Building Security Services. Those individuals whose conduct, appearance, competence, and integrity align with the ideals set forth by the company are hired.

Administrative and support staff vacancies are advertised (within our organization) and all qualified employees are encouraged to apply. In addition, Building Security Services utilizes recruitment resources within the geographic area of the client's facility, including local colleges, job services, associations, local organizations and newspapers, thereby facilitating replacement of uniformed security officers. Building Security Services attempts to employ individuals who have a year or more experience as a security officer, police officer, and/or equivalent experience.
